UGC recently introduced an enrollment procedure for Open, Distance Learning (ODL), and Online Programmes through Academic Bank of Credit (ABC) ID and DEB-ID. This move aims to streamline admissions and ensure transparency and fairness across institutions offering these modes of education. The new guidelines cover various aspects of the enrollment process, including the eligibility criteria, the process of application, fee structures, and the timeframe for admissions.

Mandatory Registration on UGC-DEB Portal

Students enrolling in Open, Distance Learning (ODL) and online programs must first register on the UGC’s Distance Education Bureau (UGC-DEB) web portal using their Academic Bank of Credit (ABC) ID to create a unique DEB-ID.

Validity of DEB ID

Lifelong Validity of DEB-ID, DEB-ID, once created, will be mandatory and valid for a lifetime, ensuring students can continuously access recognized ODL/Online programs.

Implementation Timeline: This new enrollment procedure will take effect in 2024, with an emphasis on ensuring that students only enroll in UGC-approved institutions and courses.

Benefit of DEB ID & ABC ID

The new system aims to increase Transparency and Regulation in admissions and prevent students from enrolling in unrecognized programs, which could jeopardize their academic and career prospects.

HEIs Responsibility: Higher Educational Institutions (HEIs) are encouraged to adopt and promote this new process to ensure smooth implementation and protect students’ academic futures.

How to Create DEB ID and ABC ID

Here’s a step-by-step guide on how to create a DEB ID and an ABC ID for students enrolling in Open, Distance Learning (ODL) and online programs through the UGC’s Distance Education Bureau (UGC-DEB) portal:

The ABC ID is essential as it serves as the foundation for creating the DEB ID.

  1. Visit the Academic Bank of Credits (ABC) Portal:
  2. Register as a New User:
    • Click on “Student” and select the option to register as a new user.
    • You will be prompted to enter your basic details such as name, date of birth, mobile number, and email ID.
    • Create a username and password for your account.
  3. Verification:
    • Verify your mobile number and email ID through OTPs (One-Time Passwords) sent to your registered contact details.
  4. Complete the Profile:
    • Fill in additional information like your Aadhaar number (if required), address, and educational details.
    • Upload any necessary documents like ID proof, if requested.
  5. Generate ABC ID:
    • Once all details are filled in, submit the form.
    • Your ABC ID will be generated, which you can use for registering on the UGC-DEB portal.

After obtaining your ABC ID, proceed to create your DEB ID on the UGC-DEB portal.

  1. Visit the UGC-DEB Portal:
  2. Register on the DEB Portal:
    • Select the option to register for a new DEB ID.
    • You will need to enter your ABC ID when prompted.
  3. Fill in Personal Details:
    • Enter your personal information such as name, date of birth, and contact details.
    • Ensure that the information matches what you provided during the ABC ID registration.
  4. Provide Educational Details:
    • Enter your previous educational qualifications and other relevant information.
  5. Verify and Submit:
    • Review all the details you have entered to ensure accuracy.
    • Submit the form to generate your DEB ID.
  6. Receive DEB ID:
    • Once submitted, your unique DEB ID will be generated.
    • Note this ID carefully, as it will be required for enrolling in any recognized ODL/Online programs and will be valid for life.

Step 3: Use Your DEB ID for Enrollment

  • With your DEB ID, you can now proceed to enroll in any recognized ODL or online program offered by UGC-approved institutions.
  • Log in to the respective institution’s enrollment portal and use your DEB ID during the admission process.

Step 4: Keep Your Credentials Safe

  • Safeguard your ABC ID and DEB ID credentials as they are essential for your academic records and future enrollments.

Following these steps will help you successfully create your ABC ID and DEB ID, enabling you to enroll in UGC-recognized ODL and online programs.

What are Benefits of DEB ID and ABC ID

The introduction of the DEB ID and ABC ID offers several benefits for students enrolling in Open, Distance Learning (ODL), and online programs. Here are the key advantages:

  1. Centralized Identification:
    • The DEB ID provides a unique, lifelong identification for students enrolling in ODL and online programs, simplifying the admission process across multiple institutions.
  2. Enhanced Transparency:
    • It ensures that students only enroll in UGC-recognized programs, protecting them from unrecognized or fraudulent institutions.
  3. Streamlined Admissions:
    • Having a DEB ID allows for easier and faster enrollment processes, as the same ID can be used across different institutions without the need for repetitive registration.
  4. Tracking Academic Progress:
    • The DEB ID enables institutions and the UGC to track a student’s academic journey, ensuring that their credits and qualifications are accurately recorded and recognized.
  5. Lifelong Validity:
    • The DEB ID remains valid for a lifetime, allowing students to continue their education or enroll in new programs at any time without re-registering.
  1. Academic Credit Storage:
    • The ABC ID is linked to the Academic Bank of Credits, which stores and digitally manages students’ academic credits earned across various recognized institutions.
  2. Credit Transfer Flexibility:
    • Students can easily transfer credits between institutions or programs, facilitating mobility and flexibility in their educational journey.
  3. Recognized Credentials:
    • Since the ABC system is endorsed by the UGC, credits stored and managed under the ABC ID are recognized and accepted across participating institutions in India.
  4. Convenient Access to Academic Records:
    • Students can access their academic records and credits online at any time, making it easier to apply for further studies or jobs.
  5. Supports Lifelong Learning:
    • The ABC ID encourages continuous education by allowing students to accumulate credits over time and apply them towards obtaining higher qualifications.
  • Integration of Systems: The DEB ID and ABC ID work together to create an integrated system where students can easily enroll, study, and transfer credits within a recognized framework.
  • Protection of Academic Future: These IDs protect students’ academic and career prospects by ensuring they are enrolled in legitimate and accredited programs, reducing the risk of invalid qualifications.
  • Efficiency and Security: The use of these IDs reduces administrative burdens, increases efficiency in handling academic records, and enhances the security of students’ educational data.

Overall, the DEB ID and ABC ID significantly enhance the quality, transparency, and flexibility of higher education in India, particularly in the ODL and online education sectors.
