PLANNER (Promotion of Library Automation and Networking in the North-Eastern Region) is a biennial convention aimed at uplifting academic libraries in the North-Eastern region of India. The event focuses on library automation and networking.

Historical Background:
The first PLANNER was held at North-Eastern Hill University (NEHU), Shillong, Meghalaya from November 6-7, 2003.
Subsequent conventions were hosted by universities across various North-Eastern states, including Manipur University, Assam University, Mizoram University, Gauhati University, Nagaland University, Tezpur University, Sikkim University, Dibrugarh University, and Tripura University.
