The Bihar Startup Policy is a framework to foster entrepreneurship and promote innovation in Bihar, India. Introduced to encourage a startup ecosystem, the policy provides various incentives, funding support, and infrastructure facilities to startups and entrepreneurs.

The Bihar government is actively working to enhance the state’s economy. As part of these efforts, it has introduced the Bihar Startup Policy to promote entrepreneurship. The main goal of this policy is to drive the growth of the MSME sector and foster a thriving startup ecosystem in the state.

Benefits of the Bihar Startup Policy

Launched in August 2022, the Bihar Startup Policy aims to foster entrepreneurship across the state. Key benefits include:

  • Interest-Free Loans: Young entrepreneurs can access interest-free loans of up to ₹10 lakh, repayable over ten years, as seed funding.
  • Support for Women Entrepreneurs: Female entrepreneurs receive an additional 5% incentive on financial assistance, along with a grant of ₹3 lakh for startups undergoing rigorous training for product development and financial planning.
  • Shared Office Spaces: Startups gain access to co-working spaces equipped with financial incentives and essential amenities.
  • Dedicated Startup Platform: A platform has been created to connect young entrepreneurs in Bihar with the state’s policies and programs, empowering them to grow their businesses effectively.

Eligibility Criteria for Bihar Startup Policy

  1. Age of the Entity:
    • The startup must be within 10 years from its date of incorporation or registration.
    • It should be registered as a:
      • Private Limited Company under the Companies Act, 2013.
      • Partnership Firm under Section 59 of the Partnership Act, 1932.
      • Limited Liability Partnership under the LLP Act, 2008.
  2. Turnover:
    • The annual turnover of the entity must not exceed ₹100 crore in any financial year since its incorporation/registration.
  3. Purpose and Innovation:
    • The entity should focus on innovation, development, or improvement of products, processes, or services.
    • It should demonstrate a scalable business model with strong potential for generating employment or creating wealth.
  4. Exclusions:
    • Businesses formed by splitting or reconstructing an existing enterprise will not qualify as startups.
  5. Bihar-Based Registration and Operations:
    • The startup must be incorporated or registered in Bihar and maintain an operational office in the state.
    • Applicable taxes arising from the company’s operations must be paid in Bihar.

Application Process for Bihar Startup Policy

To apply for the Bihar Startup Policy, follow these steps:

  1. Visit the Official Website: Open the official portal dedicated to the Bihar Startup Policy.
  2. Start Registration: Click on the “Register” option from the homepage.
  3. Read Instructions: A new page will open. Carefully go through all the instructions before proceeding.
  4. Answer Questions: Respond to at least 8 out of 10 questions to continue.
  5. Fill the Registration Form: Once the questions are completed, the registration form will appear. Enter all required details accurately.
  6. Submit the Form: After filling out the form, click on the “Submit” button to complete your registration.
  7. Save a Copy: Download and print the submitted application form for future reference.

Documents Required for Bihar Startup Policy

  • Valid Email ID (active for at least 1 year)
  • Mobile number linked to Aadhaar
  • Passport-size photo
  • Scanned copies of:
    • Aadhaar and PAN card
    • Caste certificate (if applicable)
    • Educational certificates
    • Entity registration proof (if registered)
    • Balance sheet
  • Completed and signed form (as per the given format)

The policy emphasizes startups in sectors like:

  • Agriculture and agri-tech
  • Healthcare
  • Education
  • Renewable energy
  • IT and e-governance

The Bihar State Innovation Council oversees the policy’s implementation, ensuring startups get necessary support. The council also organizes events to raise awareness about the policy and its benefits.
